Understanding Administrative Rules in Iowa State Government

Welcome to the

Iowa Business and Regulatory Assistance NetworkWelcome to the Iowa Administrative Rules Terminal (ART). As part of the State of Iowa's commitment to better serve the people of our state, an effort was initiated to promote quality and efficiency in government policymaking. This portal to the administrative rules process is a joint effort of the Governor's Office, the Iowa Business and Regulatory Assistance Network, and the Legislative Services Agency. The Governor's Office serves as the central repository for state agencies to file their administrative rules. This web site is designed to help you understand Iowa's administrative rulemaking process, find rules which may apply to you, or track the adoption of new rules. The electronic rules application provides both citizens and government with accountability, efficiency, and accessibility to the administrative rule process and better government services.

From this site, you will be able to search Iowa administrative rules, sign up to be notified when rulemaking in an area of interest to you is taking place, and get answers to many of the questions frequently asked about Iowa administrative rules.

The philosophy of the rulemaking process in Iowa, as embodied in the Iowa Administrative Procedure Act (Iowa Code Chapter 17A), is to make the process as open and accessible as possible to the public and those affected by the rules. This site advances that philosophy and is meant to be used as a resource by anyone affected by or interested in Iowa administrative rules.

Questions about rules of an individual agency may be directed to the appropriate Agency Rules Administrator. Comments about the site and suggestions about how to improve it are especially welcome.
